Since July 2020, landlords in England must have a valid EICR (Electrical Installation Condition Report) for every property they let. The report must be carried out by a qualified electrician, renewed at least every five years or at every change of tenancy, and provided to the tenant within 28 days of any inspection.
What is an EICR and what does it cover?
An EICR is a detailed inspection of the fixed electrical installation in a rental property — the wiring, consumer unit, earthing and bonding, sockets, switches and light fittings. Each finding is graded:
- C1 (Danger present) — immediate remedial work required before the property can be let
- C2 (Potentially dangerous) — remedial work required within 28 days
- C3 (Improvement recommended) — not a legal requirement to fix, but advisable
- FI (Further investigation) — further work needed to assess the risk fully
The report concludes with an overall verdict: Satisfactory or Unsatisfactory. An Unsatisfactory report means remedial work is required before the property can lawfully be let.
What happens during a landlord electrical inspection?

- Test every circuit with calibrated instruments — insulation resistance, earth continuity, RCD trip times
- Visually check all electrical accessories — sockets, switches and light fittings
- Issue a signed EICR with full findings and any remedial recommendations

Landlord electrical obligations in Leeds — what the law requires
Since 1 April 2021, all landlords in England (including Leeds) must have an Electrical Installation Condition Report (EICR) carried out by a qualified electrician before a new tenancy starts, and every 5 years for existing tenancies. Failure to comply carries fines of up to £30,000.
